Job Description

Max Bill Rate for this role is ***/hour, please note this is based on a 37.5 hour work week. Candidate should be comfortable with a conversion range of ***k – ***k depending on experience.

Technical Project Manager

Accountable for:

Overall delivery of a set of integrated, technically sound solutions for their assigned programs and/or projects.
Leadership for the ISD technical deliverables for their assigned project.
The accuracy and reporting of the project schedule and status (relative to time, cost, and scope) to the assigned Program/Project Manager.

Manage:

Technical resource budgets to plan. Analyze and justify resource burn rates and escalate to the Program/Project Manager as appropriate.
Changes to the scope, schedule, and costs.
One or more projects of medium to high complexity and Medium to High budget project

Function as the primary point of contact for the technical components of the project to the Program/Project Manager and ISD Management.

Attend project meetings, providing project status to the Project/Program Manager and assumes the ownership for the delivery of the ISD technical components of the project.
Develop the technical components of the work estimates throughout the project life cycle through assigned staff.
Identify the technical resource requirements and ensures that the requirements are entered into the time reporting system (i.e., Empire Time, Clarity) for reporting and tracking.
Address and resolve technical issues. Act as the escalation point on technical issues.
Deliver the technical components of the project with a focus on meeting the defined delivery time, budgetary and quality commitments.
Present a cohesive view of the technical components of the project.
Ensure that the technical team works together and seamlessly provides project deliverables through teamwork.
Communicate with stakeholders on service performance and issues.
Provide technical/project consultative services to Technical Organizations outside of ISD (i.e. Informatics, etc).
Deliver the overall quality of the technical project artifacts.
Maintain the Estimate to Complete (ETC) monthly project re-forecasting process for their assigned project (s).
Deliver the assigned SDLC artifacts.
Assemble project plans and teamwork assignments, directing and monitoring work efforts daily, identifying resource needs, performing quality review; and escalating functional, quality, timeline issues appropriately.

Track key project milestones and adjusting project plans and/or resources to meet the needs of all the stakeholders.
Coordinate communication with all the areas of the enterprise that impacts the scope, budget, risk, and resources of the work effort being managed.
Assist Senior Project Manager(s) and/or Lead Project Manager(s) in identifying and prioritizing opportunities to achieve the goals of the enterprise.
Ensure a common understanding by setting expectations in accordance with the project plan to align the stakeholders and team members.
Implement the approved actions and workarounds required to mitigate project risk events to minimize the impact of risk on the project.
Work very closely with the Manager of Technical Project Management
Responsible for Portfolio support as it pertains to Onboarding Meetings, Charters, Change Control, Cancelations, Project Closures in Clarity PPM in support of the stakeholders and Technical Project Management team
Support Stakeholder Portfolio Reviews with the Manager of Technical Project Management
Provide portfolio analytical support/reporting

Qualifications:

Has working knowledge and experience in own discipline. Continues to build knowledge of the organization, processes and customers. Performs a range of mainly straightforward assignments. Uses prescribed guidelines or policies to analyze and resolve problems. Receives a moderate level of guidance and direction from more senior level roles.

BA/BS in Computer Science, Information Systems, Business Administration, or equivalent work experience acquired by training and experience

PMP Certified or Significant progress towards Project Management certification (PMP)

Intensive knowledge in all IT systems and databases

MS365 Suite

Clarity PPM, Tableau reporting and Power App experience a plus

Knowledge of portfolio management best practices. Working Knowledge of project management methodologies, testing methodologies, and application development methodologies.

Knowledge of the System Development Life Cycle methodologies and best practices.

Demonstrated ability to communicate with senior level ISD and business management on complex technical topics and issues. Working Knowledge of MS Office Suite.
